If this comes out within the next month or two, they certainly would have needed to shift devs to this from L4D 2 if the Survival Pack is even the slightest indicator of what kind of team they had working on L4D 1 prior to the extreme discontent that was voiced. Previously Valve had only been talking about group matchmaking but since the "boycott" they have started talking about new content and now we have this.
